PCCB Trained Members of African Parliamentarians Network Against Corruption - Tanzania Chapter

Recently the Prevention and Combating of Corruption Bureau (PCCB) held a training session with the Members of Parliament who are members of the African Parliamentarian Network against Corruption (APNAC) – Tanzania Chapter at St. Gasper Conference Center in Dodoma. The training was conducted from 28^th to 29^th July, 2011.

This training is the continuation of a series of trainings under the National Anti- Corruption Strategy and Action Plan. The two days training subject matter focused on the Role of Parliament in the fight against corruption, Election and Expenses Act No. 6 of 2010, APNAC Strategic Plan and the way forward for APNAC.

Dr. Edward Hoseah, Director General of PCCB was the presenter in this forum. It was a very successful training because of the good discussions that managed to answer many questions from APNAC members and valuable contributions to improve the fight against corruption in Tanzania. Among many things that were discussed it was resolute to make all Tanzania legislations to be written in Kiswahili language and to translate the present laws which are in english; Government was urged to continue to empower PCCB especially in budget; PCCB to conduct several households survey on corruption for different sectors; Election Expenses Act to be revised; Screening of Public officials and declaration of assets should be taken seriously; and APNAC members also suggested that PCCB train all Parliamentary Committees.

APNAC aims at coordinating, involving and strengthening the capacity of African Parliamentarians to fight corruption and promote good governance. The network was formed in Kampala, Uganda during regional workshop on “Parliament and Good Governance”. Participants acknowledged that corruption could best be controlled by strengthening systems of accountability, transparency, and increasing public participation in the governance process of African nations.

Objectives of APNAC are;

To build commitment and capacity of Parliamentarians to exercise their oversight role especially in relation to financial matters
To share information on best practices
To undertake projects to control corruption
To cooperate with organizations in civil society with shared objectives

Roles of APNAC are to:-

To strengthen the commitment and capacity of Parliaments to exercise accountability with particular relations to management of public funds
To advocate for and encourage improvement of state capacity to timely address and handle matters related to corruption
To advocate for inclusion of anti-corruption measures in government priority programmes
To liaise with national and international organizations and institutions on matters of corruption
To mobilize internal and external resources to promote anti-corruption programmes
To develop links with oversight committees of Parliament and parliamentarians across Africa
